Sandoz Calls for EU Anti-Dumping Investigation into Chinese Amoxicillin API

Swiss generic drug manufacturer Sandoz has called on the European Union to launch an anti-dumping investigation into imports of Chinese amoxicillin active pharmaceutical ingredients (APIs), bringing renewed attention to Europe's dependence on Asian pharmaceutical supply chains.

Sandoz Files Complaint with the European Commission

In March 2026, Sandoz submitted a draft anti-dumping complaint to the European Commission, alleging that Chinese amoxicillin API producers benefit from government intervention and non-market pricing practices. According to the company, Chinese imports are priced approximately 47% lower than comparable products manufactured within the EU, placing significant pressure on European producers.

Sandoz argues that maintaining domestic antibiotic manufacturing is critical not only for public health but also for Europe's economic resilience and strategic security.

Europe's Antibiotic Manufacturing Faces Mounting Pressure

Spun off from Novartis in 2023, Sandoz is one of the world's largest generic medicine manufacturers and describes itself as Europe's last vertically integrated producer of certain antibiotics.

The company warns that if local antibiotic production continues to decline, Europe could lose much of its independent manufacturing capacity for essential medicines. Recent industry developments—including factory closures and production transfers to Asia by several European pharmaceutical companies—have reinforced concerns over long-term supply security.

Industry estimates indicate that approximately 80% of global amoxicillin API supplies originate from Asia, while several key intermediates required for amoxicillin production are manufactured almost exclusively in China.

China's Competitive Advantage

China's leading position in the global amoxicillin API market is widely attributed to its fully integrated pharmaceutical manufacturing ecosystem rather than a single pricing factor.

From key intermediates such as 6-APA to finished APIs, Chinese manufacturers benefit from comprehensive industrial clusters, large-scale production capacity, mature supply chains, and cost-efficient manufacturing systems. These structural advantages have enabled China to become one of the world's largest suppliers of penicillin-based APIs.

China has also previously responded to multiple international trade cases involving pharmaceutical products, while some earlier anti-dumping measures on Chinese amoxicillin products in other markets have since been terminated.

Will the EU Launch an Investigation?

As of mid-June 2026, the European Commission has not announced whether it will formally initiate an anti-dumping investigation.

Under EU trade defense procedures, the Commission must first determine whether sufficient preliminary evidence exists regarding dumping, injury to the domestic industry, and causal links before deciding whether to open an official case.

The complaint comes amid broader discussions within Europe about strengthening supply-chain resilience for critical medicines while balancing market competition and healthcare affordability.
