Previously, on May 6, 2026, the Ministry of Agriculture and Rural Affairs issued Announcement No. 1017, announcing the completion and publication of Parts I and II of the Veterinary Pharmacopoeia of the People’s Republic of China (Seventh Edition), together with the corresponding model veterinary drug package inserts. These parts will come into effect on December 1, 2026.
In accordance with the Regulations on the Administration of Veterinary Drugs, the Ministry has completed the compilation of Part III of the Veterinary Pharmacopoeia of the People’s Republic of China (Seventh Edition) (hereinafter referred to as the Veterinary Pharmacopoeia (Seventh Edition)). It is hereby published and will come into effect on May 1, 2027. The relevant matters are announced as follows.

I. The Veterinary Pharmacopoeia of the People’s Republic of China is the statutory technical standard that must be followed in veterinary drug research and development, production (including importation), distribution, use, and supervision and administration.
II. Part III of the Veterinary Pharmacopoeia (Seventh Edition) covers veterinary biological products and includes general notices, individual monographs, and appendices. The individual monographs constitute general standards developed on the basis of a single antigen and applicable to veterinary drugs of the same category.
III. From the date of implementation, product standards for items not included in Part III of the Veterinary Pharmacopoeia (Seventh Edition) and not officially abolished will remain in effect. These include standards contained in Part III of previous editions of the Veterinary Pharmacopoeia of the People’s Republic of China, the Biological Products Volume of the Veterinary Drug Quality Standards (2017 Edition), and the Regulations for Veterinary Biological Products of China (2000 Edition). However, these products must comply with the relevant general requirements set out in Part III of the Veterinary Pharmacopoeia (Seventh Edition).
Before Part III of the Veterinary Pharmacopoeia (Seventh Edition) comes into effect, manufacturers of the relevant products should promptly conduct comparative studies of applicable standards, assess whether their veterinary drug registration standards comply with the relevant requirements of Part III, and complete the applicable procedures for standard changes as necessary (see Appendix).
IV. From May 1, 2027, relevant veterinary drug products manufactured on or after that date must comply with both the requirements of Part III of the Veterinary Pharmacopoeia (Seventh Edition) and the veterinary drug registration standards approved by the Ministry of Agriculture and Rural Affairs. Relevant products manufactured on or before April 30, 2027 (inclusive), may be tested in accordance with their original veterinary drug quality standards and may continue to be distributed and used within their validity periods.
V. From May 1, 2027, applications for registration of new veterinary biological products and registration of imported veterinary drugs must comply with the requirements of Part III of the Veterinary Pharmacopoeia (Seventh Edition).
VI. From May 1, 2027, applications for veterinary drug product approval numbers for veterinary biological products must be accompanied by sample testing conducted in accordance with veterinary drug registration standards approved by the Ministry of Agriculture and Rural Affairs that comply with the requirements of Part III of the Veterinary Pharmacopoeia (Seventh Edition). Applications for renewal of veterinary drug product approval numbers must include technical documentation that meets the requirements of Part III.
For applications submitted on or before April 30, 2027 (inclusive), the applicable standard specified in the veterinary drug inspection report may be either the original veterinary drug registration standard or a newly approved veterinary drug registration standard that complies with the relevant requirements of Part III of the Veterinary Pharmacopoeia (Seventh Edition).
VII. Veterinary and animal husbandry authorities at all levels shall actively promote the dissemination, implementation, and enforcement of Part III of the Veterinary Pharmacopoeia (Seventh Edition), and collect and report relevant questions and feedback. The Office of the Chinese Veterinary Pharmacopoeia Commission shall respond promptly to issues raised by local authorities and provide technical guidance, corrections to standards, and other related support.
VIII. All veterinary drug enterprises shall conscientiously implement Part III of the Veterinary Pharmacopoeia (Seventh Edition) and continuously improve the quality control standards of their veterinary drug products.
