Recently, the Beijing 15th Five-Year Plan for Advancing Agricultural and Rural Modernization (2026–2030) was officially released. Among the key initiatives aimed at expanding rural industries and fostering emerging business models, the pet economy was highlighted as a strategic development area. Beijing plans to implement multiple measures to enhance and expand the pet industry, with the goal of building a pet economy cluster valued at over RMB 10 billion and accelerating industry growth.

In this new plan, the pet economy is recognized as an important component of agricultural and rural industrial upgrading. Taking into account growing urban consumer demand and the integration of urban and rural industries, the plan outlines a comprehensive development strategy covering pet healthcare, product innovation, cultural and tourism consumption, and industry standards.

I. Improving the Pet Healthcare System and Upgrading Veterinary Services

To meet increasing demand for pet healthcare services, Beijing will accelerate the development of leading pet hospitals and specialized veterinary clinics while expanding offline medical service networks. At the same time, the city will actively promote online veterinary consultation services, integrating online and offline healthcare resources to provide pet owners with more convenient and efficient medical solutions and improve the overall quality of regional pet healthcare services.

II. Strengthening Innovation in Pet Products and Nutrition

Leveraging its strong agricultural science and technology capabilities, Beijing will support industry-leading companies in developing advanced pet medical devices, premium pet food, and innovative pet care products. Through technological innovation and commercialization of research achievements, the city aims to enrich the supply of high-quality pet products and promote the industry's transition toward premiumization and higher quality standards.

III. Developing “Pet+” Business Models and Expanding Consumer Scenarios

The plan proposes cultivating diversified “Pet+” integrated business models tailored to local conditions. Priority areas include pet exhibitions, pet competitions, and pet-themed tourism projects. Beijing also plans to develop a number of pet-oriented commercial complexes that combine shopping, leisure, entertainment, and interactive experiences, extending the industry value chain and creating distinctive pet consumption destinations that stimulate market vitality.

IV. Enhancing Industry Standards and Fostering Leading Enterprises

To ensure sustainable and orderly industry development, Beijing will accelerate the formulation of local pet industry standards and promote standardized operations across the sector. The city will also increase support for domestic pet industry leaders, helping integrate industry resources and gradually achieve the goal of establishing a RMB 10 billion pet economy.

Today, the pet economy has become one of the fastest-growing segments of the consumer market. As pet ownership continues to rise and consumer demand evolves, the industry is entering a new phase of development. By incorporating the pet economy into its long-term municipal development strategy, Beijing has outlined a clear roadmap spanning services, products, business models, and industry governance.

Over the next five years, as these policies are implemented, Beijing's pet industry is expected to enter a new era characterized by greater standardization, diversification, and quality enhancement. The rapidly expanding pet market will create new opportunities for businesses across the entire industry value chain while further strengthening Beijing's position as a leading hub for pet industry innovation and development.
